The City of Clear Lake Utility Billing Department is located at City Hall, 15 North 6th Street.  Office hours are Monday - Friday, 8:00 a.m. to 5:00 p.m.  Utility bills are mailed out the 1st working day of every month and are due on the 15th of the month.  The utility bill includes charges for water, sewer, garbage, landfill and stormwater utility.

Any utility bill not paid by the 15th of the month will be deemed delinquent, a 10% penalty will be added, and a 12-day shut off notice will be sent.  If not paid by the shut off date, the water service will be disconnected for non-payment.  If water services is disconnected, the entire bill must be paid along with a $20.00 reconnect charge to have the services reconnected.  Any property owner that receives 2 consecutive past due notices will be charged a deposit of $70.00.

New residents to Clear Lake should contact the Utility Billing Department at 641-357-5267 to initiate service.  A utility deposit of $70.00 is required of all residential and commercial rental properties. This deposit is required to establish service.

Utility rates are as follows:
    *rates effective January 1, 2010

Water - Zero Gallons to 1,500 Gallons
          Minimum Bill
$7.21
Water - each additional 1,000 gallons
(after 1,500 gallons)


$2.16 per thousand
Sewer - 38% of the dollar amount of the water (excluding tax)

Plus $1.14

Garbage - pick up once a week and recycling service twice a month

$8.85

Landfill
$1.99 per meter
Stormwater Utility
$2.05 - residential
$4.10 - non-residential

The City of Clear Lake offers the following Payment Options for your Utility Bill:

  • In person at City Hall, 15 N 6th Street, Monday - Friday, 8:00 a.m. to 5:00 p.m.
  • Payments can be mailed to The City of Clear Lake, P.O. Box 185, Clear Lake, Iowa, 50428.
  • Automatic withdrawal from your bank account.  Click Here to download our "Utility Billing Auto Pay Form".
  • An afterhours utility payment drop box is available 24 hours a day, seven days a week at City Hall.  The drop box is located on the south side of City Hall.
